The true story of an American city, Phenix City, Alabama, 1916-1955, controlled by racketeers against the efforts of a few courageous citizens restoring law and order. The main character is not a single individual but the town itself which bred conflict, controversy, killing, and crime. As a result, Phenix City became the only American city placed under martial law since Reconstruction. In the crisis that came, involving the entire state of Alabama, the town was ultimately able to heal itself.
